西周时期，周武王死后，周公摄政，镇压了武王的弟弟管叔、蔡叔的叛乱。周武王的儿子周成王因受流言影响，怀疑周公的忠诚，于是“天大雷电，禾尽偃，大木斯拔，邦人大恐。”后来周公重新执政，大风把吹倒的禾苗重新竖起，从此国泰民安。
