周济（1781年-1839年）字保绪，一字介存，号未斋，晚号止庵。江苏荆溪（今江苏宜兴）人，清朝词人及词论家。一八〇五年（清嘉庆十年）进士。官淮安府学教授。著有《味隽斋词》和《止庵词》各一卷，《词辨》十卷，《介存斋论词杂著》一卷，辑有《宋四家词选》。另有论词调之作，以婉、涩、高、平四品分目，已散佚。《清史稿》卷四六八有传。
