两汉：刘彻
盖有非常之功，必待非常之人，故马或奔踶而致千里，士或有负俗之累而立功名。夫泛驾之马，跅弛之士，亦在御之而已。其令州郡察吏民有茂材异等可为将相及使绝国者。
译文： 要建立不同一般的事业，必须依靠特殊的人才。有的马奔跑踢人，却能行千里；有的人受到世俗讥讽，却能建立功名。这些不受驾驭的马和放纵不羁的人，也在于如何驾驭他们罢了。我命令：各州各郡要发现官吏和百姓中那些有优秀才能，超群出众，可担任将相及出使远方的人才。
注释： 奔踶：奔驰，踢人。意谓不驯服。泛驾：把车子弄翻，指不受驾驭。跅弛：放纵不羁。绝国：极为辽远的邦国。

汉武帝刘彻（公元前156年－前87年），西汉的第7位皇帝，杰出的政治家、战略家、诗人。刘彻开拓汉朝最大版图，在各个领域均有建树，汉武盛世是中国历史上的三大盛世之一。晚年穷兵黩武，又造成了巫蛊之祸，征和四年刘彻下罪己诏。公元前87年刘彻崩于五柞宫，享年70岁，谥号孝武皇帝，庙号世宗，葬于茂陵。
