农村里的狗的作用和城市里的狗的作用并不相同，城市里养狗，除了喜欢狗之外，还害怕自己会孤单，所以养只狗狗来陪伴自己。这个时候的狗的作用是陪伴、是宠物，能够给我们带来精神慰籍。而农村里养狗，最大的作用就是看家护院。一旦农村里的治安很好，或者狗狗不听话伤人伤着家里的鸡鸭，那么这个时候，狗狗就会失去他们想要发挥的作用，那么狗狗面对的就是遗弃。

农村里的狗狗并没有绝育这一操作，动物毕竟和人是不同的，它们没有办法克制住自己的欲望。所以狗狗的繁殖是很快的，而狗妈妈一生就是一窝，主人家里也不需要这么多狗狗，送不出去的狗狗就会被遗弃掉。因为各种原因被遗弃的狗狗也不会饿死，可以在农村的河里、田里、山上甚至别人家里弄到食物。

流浪狗饿不死就会繁殖的越来越多，如果有一个合理的流浪狗管理制度，我觉得农村的流浪狗会减少很多。可以正对农村遗弃流浪狗这个现状，制定相应的处罚制度。如果发现有人遗弃狗就罚款，举报还有奖，这样遗弃狗狗的现状要好很多。加强农村地区对于狗的重视，并且从思想上提高他们的思想觉悟，意识到遗弃流浪狗造成的危害。

在农村建立一个给狗狗做绝育的工作点，这样可以从根本上抑制住流浪狗的繁殖速度。给狗狗在适当的年纪里做好狗狗的绝育工作，也能够延长狗的寿命，更好的保护狗狗，也能够保护好农村的环境，只不过这一措施要有一定的资金支持。
